From 20 to 25 April 2026, in accordance with the protocol of the Coordination Council for Strategic Planning and Development under the President of the Republic of Uzbekistan dated 12 March 2026, and in implementation of the Cabinet of Ministers’ work plan of 15 April 2026, the first cycle of specialised training courses aimed at enhancing the professional competencies of civil servants in the field of strategic planning and development management was conducted.
The training was attended by staff of strategic planning units and information and analytical groups from ministries, agencies, as well as khokimiyats of the Republic of Karakalpakstan, the regions and the city of Tashkent. The programme was structured on the principle of “from theory to practice”: participants not only studied the methodological foundations of strategic work, but also applied the acquired knowledge in the development of their own projects.
During the course, participants mastered the full cycle of strategic management — from comprehensive analysis of the current situation and the formulation of strategic priorities, to the development of key performance indicator systems, the establishment of monitoring mechanisms, and the preparation of managerial reporting. Particular attention was paid to the timely identification of deviations from planned targets and the adoption of well-founded management decisions based on up-to-date data.
The training sessions involved invited expert practitioners, as well as specialists from the Agency for Strategic Development and Reforms, ensuring a combination of academic approaches with current public administration practices.
The final stage of the programme was the public defence of projects, during which each participant presented a developed strategic document and substantiated the proposed solutions before an expert commission. This format enabled not only the consolidation of acquired competencies, but also the confirmation of participants’ readiness to operate independently within real managerial environments.
On 27 April 2026, a formal certificate award ceremony was held for participants who successfully completed the full course. Each graduate received a document confirming the completion of the programme and their readiness to apply new strategic management tools in their professional activities.
The implementation of this programme forms part of a broader systemic effort to develop a new generation of public administrators capable of effectively designing, implementing and overseeing strategic documents at all levels of executive authority. The training of qualified specialists in this field directly contributes to the achievement of national development goals and the implementation of the “Uzbekistan – 2030” Strategy. The programme will continue for subsequent groups of participants in accordance with the approved schedule for 2026.
