The event was the fourth capacity-building seminar under the second phase of the OECD Public Governance Review of Uzbekistan, bringing together representatives of the country’s key state bodies.
On 15 April, the Agency for Strategic Development and Reforms, in partnership with the Organisation for Economic Co-operation and Development (OECD) and with the support of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), conducted a capacity-building seminar on strategic planning and performance management.
The seminar was held as part of the ongoing implementation of recommendations to improve the public governance system. The key reference point for discussions was Presidential Decree No. UP-201 of 30 October 2025.
Speaking at the seminar, First Deputy Director General Abdulla Abdukadirov noted that Uzbekistan has completed the first phase of building its regulatory framework and is now actively constructing the system itself. He emphasised that at this stage, it is essential to ensure that the system functions fully at the level of every ministry and every decision taken. The value of strategic planning documents, as an organic part of the social contract, will ultimately be measured by how well they meet the expectations of the people of Uzbekistan from the reforms being carried out.
Key themes of the seminar
The discussions covered four main areas: building a coherent and interconnected strategic planning system from national strategies down to ministerial indicators; embedding and institutionalising performance management mechanisms and ensuring their sustainability regardless of shifts in political priorities; reviewing Uzbekistan’s current strategic planning system against leading international practice; and developing high-quality, measurable performance indicators to support effective managerial decision-making.
The seminar also drew on the experiences of the United Kingdom and Latvia — countries where reforms to strategic planning have played a pivotal role in improving the effectiveness of public administration. OECD experts presented concrete mechanisms for structuring performance dialogues, approaches to developing measurable indicators, and strategies for preserving institutional memory in the face of political change.
Participants included staff of the Agency for Strategic Development and Reforms, representatives of the Agency for Governance Efficiency under the President of the Republic of Uzbekistan, the Institute of Legislation and Legal Policy, as well as senior officials and experts from line ministries.
Outcomes
The seminar identified concrete steps to strengthen the strategic planning architecture, improve performance indicators, and establish sustainable coordination mechanisms between the Agency and line ministries. The outcomes will inform the Agency’s continued work in supporting the implementation of the Strategic Planning Decree and monitoring progress towards national development priorities.
