A core priority of the public administration system is to leverage advanced international practices to enhance the effectiveness
of managerial decision-making. In this regard, the principle of a “state serving the people” functions as a universal benchmark for the adoption of such approaches, as reflected in the “Uzbekistan – 2030” Strategy.
Since 2019, pursuant to Presidential Order No. R-5480 dated June 24, 2019, Uzbekistan has been implementing the Uzbekistan Government Quality Award Program in partnership with the United Arab Emirates. The program is designed to enhance public administration efficiency through the adoption of international best practices. According to OECD, the United Arab Emirates ranks among the countries with the most effective public administration systems globally.
As part of the program, a series of training sessions has been conducted with the involvement of UAE experts. Participants were familiarized with methodological frameworks, evaluation criteria,
and requirements for preparing supporting documentation. Particular emphasis was placed on practical aspects, including building a robust evidence base, developing performance indicators, and ensuring accurate reporting of results. In addition, a pool of national assessors has been established, comprising representatives from research institutions.
A dedicated training course for the assessors has commenced today at the Academy of Public Policy and Administration. The course is designed to ensure the delivery of high-quality and independent assessments.
The Uzbekistan Government Quality Award Program serves as a comprehensive tool for evaluating the performance of government bodies and is focused on improving the quality of public services, introducing modern management approaches, and strengthening transparency, accountability, and performance.
The assessment is conducted across key areas, including strategic management, innovation development, internal process efficiency, human resource management, and achieved socio-economic outcomes. Overall, the program contributes to shaping a more modern model
of public administration and strengthening public trust.
A total of 41 ministries and agencies are participating in the program, reflecting a high level of commitment among government institutions to improving their performance. Responsible officials have been designated within each participating organization, coordination mechanisms with the central program office have been established,
and regular information exchange has been ensured.
At present, the data collection phase from ministries and agencies has been completed. The submitted materials are undergoing verification and comprehensive analysis, including assessment of their completeness, accuracy, and quality, as well as the identification of best practices.
In the next phase, the program will transition to on-site evaluations. From April 6 to April 16, site visits to ministries and agencies are scheduled, involving both national assessors and international experts from the UAE. These visits will include interviews, review of operational processes, and validation of the submitted information.
Upon completion of all evaluation stages, the results will be finalized and the winners of the program will be determined. The award ceremony is scheduled for May of this year.
The implementation of the Uzbekistan Government Quality Award Program contributes to the systematic improvement of public administration efficiency, the adoption of international best practices, and a stronger orientation of government bodies toward achieving tangible results and improving citizens’ well-being.
