On 12 May 2026, the official opening ceremony of the international training seminar for responsible officials of ministries and government agencies was held within the framework of the \u201cByurokratiyani bartaraf etish \u2014 2030\u201d (\u201cElimination of Bureaucracy \u2014 2030\u201d) programme. The two-day event was organised by the Agency for Strategic Development and Reforms with the support of experts from the United Arab Emirates.<\/p>\n

Opening remarks were delivered by His Excellency Mohamed Rashid bin Taliah<\/strong>, Assistant Minister of Cabinet Affairs for Government Experience Exchange of the United Arab Emirates, Hisham Amiri<\/strong>, Executive Director of the UAE Services Development Programme and the Zero Bureaucracy Programme, and Abdulla Abduqodirov<\/strong>, First Deputy Director of the Agency for Strategic Development and Reforms.<\/p>\n

The \u201cElimination of Bureaucracy \u2014 2030\u201d programme is being implemented on the initiative of the President of the Republic of Uzbekistan in accordance with Decree No. PF-68 dated 28 November 2025 \u201cOn Organisational Measures for Digital Transformation and Enhancing the Efficiency of Public Administration\u201d<\/strong>. The programme aims to modernise the public administration system, reduce excessive bureaucratic procedures, and improve the quality and accessibility of public services for citizens and businesses.<\/p>\n

Achieving these objectives will improve the quality of dialogue between the state and citizens, ensure transparency and accountability among public officials, and create conditions for the transition towards digital democratic governance based on objective standards and measurable results.<\/p>\n

The urgency of the reform is driven by the growing demand for public services. Since the beginning of 2026 alone, more than 24 million services have been delivered through the my.gov.uz portal. At the same time, excessive documentation requirements and overly complex administrative procedures remain in areas such as business registration, licensing, social benefit administration, and property rights registration, necessitating comprehensive systemic reform.<\/p>\n

During the seminar, experts from the UAE Prime Minister\u2019s Office, as well as representatives of the UAE Ministries of Justice, Health, Energy and Infrastructure, presented advanced international practices related to the implementation of the \u201cZero Government Bureaucracy\u201d<\/strong> initiative. Amira Al Ketbi<\/strong>, Head of the UAE Global Star Rating Programme for Services, introduced participants to the methodology for the international assessment of public service quality and the possibilities for adapting it to the context of Uzbekistan.<\/p>\n

Participants were also introduced to the \u201cZero Bureaucracy\u201d digital platform<\/strong> ([www.byurokratiyasiz2030.uz](http:\/\/www.byurokratiyasiz2030.uz)), designed to analyse administrative processes, identify barriers, develop proposals for their elimination, and monitor implementation. The platform establishes a unified digital environment for interagency co-operation and enables the effectiveness of reforms to be assessed through measurable indicators.<\/p>\n

The essence of the programme lies in the critical analysis of interactions between citizens and public services, assessing the necessity and effectiveness of every stage of decision-making and every procedural element associated with citizens\u2019 requests. Based on the findings of this analysis, administrative procedures will be simplified, powers redistributed between different levels of governance, and selected processes digitalised. Collectively, these measures are aimed at reducing bureaucracy, which is not an end in itself, but rather a tool for improving the effectiveness of public administration and strengthening public trust in government institutions.<\/p>\n","protected":false},"excerpt":{"rendered":"
