As previously reported, in February 2026 the third cycle of the “Uzbekistan Government Quality Award” \u2014 a programme for assessing the effectiveness of public administration bodies implemented in cooperation with the United Arab Emirates \u2014 was officially launched. The programme serves as a comprehensive and independent instrument for evaluating the performance of executive authorities, including ministries, committees, agencies and inspectorates, enabling an objective assessment of the extent to which each institution has advanced in improving the quality of its operations. The evaluation framework is structured around three interrelated pillars: strategic management, quality of public service delivery, and human capital development.<\/p>\n
A large team of national experts participated in this stage of the programme, comprising representatives of the country\u2019s leading research institutions who underwent specialised training over a two-month period in both the methodology and practical aspects of conducting such assessments. According to programme organisers \u2014 experts from the UAE Government \u2014 the local specialists demonstrated a strong command of public administration systems and evaluation methodologies. Their expertise and commitment were formally recognised by the leadership of the Agency for Strategic Development and Reforms and the Coordination Council under the President of the Republic of Uzbekistan.<\/p>\n
A concluding meeting with national assessors was held at the Agency for Strategic Development and Reforms under the chairmanship of First Deputy Director A. Abduqadirov. During the meeting, interim results of the current phase of the programme\u2019s third cycle were reviewed, and detailed discussions were held on the findings of on-site assessments, key observations, and systemic issues identified in the functioning of public institutions.<\/p>\n
Particular attention was given to the practical experience of assessors, their analytical conclusions, and proposals for further refinement of the methodology. Participants exchanged views on enhancing the transparency and objectivity of the assessment process, strengthening its analytical dimension, and adapting leading international practices, including those of the UAE. Proposals were also considered on optimising assessment procedures, developing the national assessors\u2019 institution, and improving the quality of participant training within the programme.<\/p>\n
Following the meeting, a set of recommendations was developed across four priority areas:<\/p>\n
– localisation of the programme methodology, taking into account the specific features of Uzbekistan\u2019s public administration system;<\/p>\n
–\u00a0 utilisation of national experts\u2019 experience in implementing similar programmes in other developing countries;<\/p>\n
–\u00a0 establishment of a \u043a\u0430\u0434\u0440\u043e\u0432\u044b\u0439 reserve (talent pool) of professional national assessors;<\/p>\n
–\u00a0 and practical application of the expert team\u2019s findings to further improve the public administration system.<\/p>\n
